Causes LogManager to flush it's configuration and reload it new from the configuration file.

Remarks
It is necessary to call this method after the configuration has been changed either outside of the application or using the log management methods such as AddAppenderToLogger, AddAppenderToRoot, and AddLogFileAppender.
